HOV lanes are getting too crowded in California according to the federal government. The the Federal Highway Administration has ordered the state to do something about it. The California Department of Transportation (Caltrans) is mulling several options for fixing the problems:
  • Banning hybrids
  • Raising penalties against cheaters
  • Limiting exit and entry points on some freeways
  • Raise the minimum-occupancy requirement from two to three people
The problem stems from a recent report from Caltrans which estimates speeds have fallen below 45 mph in over 40 percent of the carpool lanes in California. 13 percent are at stop and go levels.

As of right now, booting out hybrid drivers then "would only be as a last resort."
