Volkswagen has manufactured the Passat since 1973. If the taillights on your 2003 Passat aren't functioning properly, the issue may be occurring with either the bulbs or the fuses. Replacing the faulty component should resolve the issue. The Passat uses 12-volt/21-watt bulbs for its taillights.

Bulbs

Open the trunk, and fold back the carpet to access the bulbs.
2Squeeze the tabs on the taillight bulb, and pull it out to remove it from the taillight assembly. Remove the bulb from the bulb holder.
3Grab the new bulb by its base, and insert it into the bulb holder. Do not touch the glass surface of the bulb.
4Insert the bulb into the taillight assembly, and push it in slightly. Rotate the bulb holder to the right to secure the taillight bulb. You should hear a click when you secure it.
5Reattach the carpet, and close the trunk.
Fuse

Remove the fuse panel cover by popping it off with a screwdriver. The fuse panel is located to the left of the steering wheel, facing the door.
7Remove the fuses in slots 22 and 23 the left and right taillight fuses using a fuse puller.
8Install new 5A fuses, and reattach the fuse panel.
