Stung by job-for-sale scam, railways to curtail RRB chairmen's powers

NEW DELHI: After the CBI unearthed the multi-crore "job-for-sale" scam, a red-faced Railways, which till now claimed of a clean recruitment scheme, said on Tuesday that they were looking into various examination systems to ensure a foolproof process.

While Railway Recruitment Boards (RRB) have been mired in controversy and corruption in the past too, the involvement of high-ranking officials this time has left Railway Board embarrassed forcing it to take the decision to curtail the powers of chairmen of RRBs and adopt "checks and balances" in the examinations procedure to prevent leakage of question papers.

"We are studying all examination systems to ensure checks and balances in the recruitment process to avoid any leakage of question papers in future," said Vivek Sahai, chairman of the Railway Board.

Sources said Railways are considering introduction of changes in the selection procedure for question papers for exams conducted by RRBs. At present, each RRB prepares its own set of question papers for the same exam conducted on an all-India basis. Under the new system, question papers will sent to the RRBs and selected on random basis to make it more foolproof.

Accepting that the incident was one of "wilful selling of question papers", Sahai, who blamed RRB Mumbai chairman S M Sharma for the scam, said, "It is sad that the key person involved in the recruitment process masterminded the leakage of question papers."

The Railway Board chief pointed out that chairmen of RRBs had been given too much responsibility which had led to the multi-crore scam. "The chairman should not have so much access to everything and therefore we are putting in necessary checks and balance in the exam system," Sahai said
