The power steering system on the 2000 Kia Sephia has a total capacity of .64 quarts, and requires the use of ATF M-III or DEXRON-IIE fluid. The only way to drain the power steering system is to remove the power steering lines from the power steering pump, and allowing them to drain. Anytime the power steering system has been opened, it will be necessary to bleed the system of any air.

Park the vehicle on a level surface and set the parking brake. Lift the vehicle hood and support it with the hood prop rod. Allow the engine to cool before continuing.
2Remove the cap from the power steering reservoir, located on the passenger side wheel well.
3Place the hose from the hand-operated suction pump into the power steering reservoir. Direct the outlet hose of the suction pump into the small drain pan. Pump all of the fluid out of the power steering reservoir.
4Loosen the pressure clamp on the low pressure power steering hose by using the pliers, then slide it up the power steering line. Place the hose from the suction pump through the tube to which the hose is connected, then pump all of the fluid from the power steering pump into the drain pan.
5Store the used power steering fluid in a safe place until it can be disposed of properly.
Filling and Bleeding

Attach the high-pressure power steering hose to the power steering pump; tighten the pressure hose bolt to 40 foot-pounds by using the torque wrench.
7Place a funnel into the low-pressure hose pump that attaches to the power steering pump. Pour a small amount of fresh ATF M-III or DEXRON-IIE fluid into the power steering pump; to prevent spillage, pour slowly.
8Slide the low-pressure hose over the low-pressure pipe. Loosen the pressure clamp by using the pliers and slide it down the hose in order to secure the hose to the pipe.
9Fill the power steering reservoir to the "Full" line with fresh power steering fluid.
10Lift the front of the vehicle into the air by using the floor jack. Place the jack stands under the front sub frame. Lower the floor jack until the vehicle rests securely on the jack stands.
11Turn the ignition key to the "On" position, but do not start the engine. Rotate the steering wheel all the way to the left, then all the way to the right. Rotate the wheel back and forth several times.
12Check the fluid level. If the level has dropped, fill the reservoir to the "Full" level again, and repeat the left-right steering wheel rotation until the fluid level stabilizes and remains at "Full."
13Start the engine and allow it to idle. Rotate the steering wheel back and forth several times. Check the fluid level. If the fluid in the reservoir has become foamy and the level has dropped, add more fluid and rotate the wheel back and forth again until the fluid level remains at the "Full" mark.
14Shut off the engine. Lift the vehicle off the jack stands by using the floor jack. Remove the jack stands from under the vehicle. Lower the vehicle to the ground. Shut the vehicle hood.
