PetroCaribe Trap - does this mean that Energy Sector Liberalization will not occur?

Today I am at a loss for words as I peruse the newspapers, which I subscribe to via the internet, the future portal for news both Newspapers and Broadcast. So much so, that I shall be keeping this commentary short, as it depresses me so I am now faced with the reality that our Government has apparently showed an inability to pay for the oil acquired in the
