In 1990 Cadillac offered the Allante, DeVille, Eldorado, Fleetwood, Seville and Sixty-Six Special models. While each nameplate offered a variety of trim levels and creature comforts, each one shared certain common mechanical systems, such as the turn signals. The Cadillac turn signal system consists of a signal switch, signal flasher, wiring circuit and signal bulbs. When you activate the turn signals by moving the turn signal lever up or down, it energizes the wiring circuit, which turns on the bulbs. The job of the signal flasher is to rhythmically interrupt that circuit to make the turn signal bulbs blink.

Shut the Cadillac's engine off and remove the key from the ignition. Remove the new turn signal flasher from the packaging and familiarize yourself with the flasher's physical appearance to help you spot the old flasher under the dashboard.
2Remove the lower dash trim covers from the left side of the Cadillac's dashboard, if so equipped.
3Lie on your back under the left dashboard and look up along the left side of the steering column. Illuminate the area with the flashlight to assist in locating the old turn signal flasher, which mounts on a metal bracket, just above and to the left of the steering column.
4Grab the old flasher by hand and pull it off the bracket. Depending on the model of your Cadillac, you may need to push aside some wiring harnesses to grasp the flasher.
5Plug the new turn signal flasher onto the bracket. Reinstall the lower dash covers, if you removed any in Step 2.
6Place the key in the ignition. Turn the key to the "Run" position.
7Activate the turn signals on the left side of the car and get out and inspect them to make sure both front and rear bulbs are blinking, as designed. Switch the turn signal lever to activate the right signals and visual inspect those.
8Turn the signals off and remove the key from the ignition.
