New York Hybrid drivers get access to HOV lane

New York hybrid drivers to get a waiver on HOV lane access on March 1 according to the NY Times.  I wonder if they'll start regretting it after a few years, as the Virginia HOV access to hybrids program is now under fire for overcrowding.
