The under-dash, also referred to as a kick panel or knee bolster, of your Dodge Neon is the lower portion of the dashboard that protects the electrical equipment from being inadvertently kicked. If the under-dash is damaged or needs to be replaced, you need to remove the old one before installing the new components. The under-dash is held in place by a few screws, but part of the dashboard needs to be removed before you can access the screws.

Open the hood of the Neon and use a socket wrench to lift off the negative battery terminal. Wait five minutes for the airbags to deflate.
2Remove the lower steering wheel column cover by using a Phillips screwdriver to take out its four securing screws. Pry the cover off with a flat-head screwdriver.
3Remove the three black 8 mm screws from the glove box using a Phillips screwdriver. Remove the glove box.
4Use a Phillips screwdriver to remove the four screws from the under-dash on the driver's side and then on the passenger's side. Once the screws are removed, pull the panels out of the car.
5Put the replacement under-dash panels in place and reinstall the four screws. Reattach the glove box and lower steering wheel column cover. Reconnect the battery and close the hood.
