If the heater fan on your 1990 Buick vehicle is malfunctioning, the problem could be with the fan fuse in the engine compartment fuse box or with the fan itself. Removing the faulty component and installing a new one will resolve the issue. The fan itself is located on the passenger side of the firewall of the engine compartment. The fuse is located in the fuse block in the engine compartment. It should only take an hour to address both issues.

Open up the Buick's hood and locate the fuse block near the firewall of the engine compartment.
2Lift off the cover and use a fuse puller tool to remove the fuse in slot 17. Install a replacement 25A fuse. If this does not resolve the issue, you will need to replace the heater fan.
3Disconnect the Buick's battery by removing the negative cable using a socket wrench.
4Use a flat-head screwdriver to pry off the black plastic cover from the rear of the engine compartment firewall.
5Disconnect the two vacuum hoses attached to the black vacuum tank located next to the heater fan.
6Remove the five screws securing the heater fan in place using a Phillips-head screwdriver.
7Push aside all of the wires to make room for the fan.
8Pull the fan out of the engine compartment. If you cannot maneuver the fan out of the Buick, remove the exhaust gas recirculation (ERG) solenoid from the engine compartment bracket, which is held in by one 8mm bolt.
9Install a replacement fan and reattach the screws, hoses and black plastic cover.
10Reconnect the battery and close the hood.
