In the antilock brake system of a 1998 Subaru Legacy, the tone sensor detects the speed of each wheel while braking. If the speed of one wheel falls below that of the other wheels, the antilock mechanism engages. The tone sensor is attached facing the tone wheel, allowing it to measure the wheel's speed.

Raise the front of your car with the jack. Your service manual will specify safe jack points.
2Lower the car onto jack stands. Never work under a car supported only by a jack.
3Crawl under the front end of the car with the flashlight. Find where the right tie-rod and control arm attach to the front wheel; this is the steering knuckle.
4The tone sensor is attached via a retaining bolt to the steering knuckle, roughly halfway between the ball joint and the tie-rod end.
5Locate the left front tone sensor in the same fashion.
6Lower your vehicle from the jack stands and raise the back end up with the jack, placing it onto jack stands.
7Crawl under the back end of the car with the flashlight and locate the rear knuckles.
8The rear tone sensors will be located directly above where the front control arms attach to the knuckles.
