The 1995 Mustang uses the same modular design steering column first introduced in the 1994 model year. This design simplifies the replacement of the ignition tumbler -- also called a key lock cylinder -- and allows for removal without requiring removal of the steering wheel, clock spring or lock plate. No special tools are required for this repair, but proper procedures must be followed to prevent accidental deployment of the supplemental restraint system, or airbag, and possible injury or vehicle damage.

Disconnect the negative battery cable, using a 10 mm wrench. Wait for 15 minutes before proceeding. This will allow the air bag system to discharge and prevent accidental deployment.
2Remove the four screws that attach the upper and lower plastic steering column shrouds to the steering column, using a screwdriver. Carefully unsnap the two halves of the shrouds from each other and lay the lower shroud aside.
3Turn the ignition key to the "Run" position. Insert an 1/8-inch Allen wrench into the small hole in the bottom of the ignition tumbler housing. Push up on the Allen wrench to depress the retaining pin on the bottom of the ignition tumbler, and, while depressing the pin, slide the old tumbler out of the housing.
4Remove the Allen wrench. Insert the ignition key supplied with the new tumbler into the tumbler and turn it to the "Run" position. Slide the new tumbler and key into the housing until it is full seated. Turn the ignition key to the "Off" position to lock the tumbler in place in the housing.
5Reinstall the plastic shrouds and reconnect the negative battery cable. Start the engine several times to verify it now works properly.
